Aristocracy finds its origin in the word 'aristo' meaning the best and then 'cracy', meaning ruler; so, it was rule by the best. It was originally government by the best citizens, a meritocracy, rather than by the ones who were sitting at the top end of society.
Incidentally, government by the worst of citizens is described by the word, kakistocracy.
